We’re thrilled to announce the launch of Hifadhi Blu (Conserve Blue), a groundbreaking four-year initiative aimed at enhancing the management effectiveness of Marine Conservation Areas in the Western Indian Ocean (WIO). Officially launched during the WIOMPAN Capacity Strategy Building Workshop in Cape Town on October 24, 2024, Hifadhi Blu is a collaborative effort between WIOMSA, Advanced Conservation Strategies (ACS), and the Minderoo Foundation. Together, we are committed to enhancing capacity and resources for effective coastal marine management.
Hifadhi Blu directly addresses key challenges in marine conservation management, such as funding shortfalls and lack of technical expertise. This innovative program provides crucial technical and financial support to Marine Protected Areas (MPAs), Community Managed Areas, and Other Effective Area-Based Conservation Measures (OECMs) across the region. By implementing established best practices and prioritizing cost-effective solutions, we aim to create measurable improvements in management outcomes. This program empowers conservation sites to tackle their unique challenges head-on.
At the launch, our Executive Director of WIOMSA, Dr. Arthur Tuda, emphasized Hifadhi Blu’s bold approach, stating, “We are tackling management challenges head-on by providing financial support for marine conservation sites. Many areas in the WIO struggle with effective management due to funding and technical constraints—issues that Hifadhi Blu aims to resolve.”
Key activities will include funding specific management interventions and promoting shared learning among practitioners. Our goal is to strengthen the management effectiveness of the network of marine conservation sites across the WIO and work closely with governments, communities and site managers under the WIOMPAN. Over the next four years, we plan to support 16 marine conservation sites, providing technical and financial support to four sites each year.
Central to our program is a Collaborative Systems Approach, fostering a holistic understanding of marine management complexities. This participatory methodology strengthens stakeholder support and helps develop implementation plans using a systems thinking framework. Grantees will receive dedicated support for three years, equipping them with the tools and resources necessary for success.
As the Hifadhi Blu Program unfolds, we anticipate a lasting impact on marine conservation efforts in the Western Indian Ocean.
